Express rail delayed two years and over budget by HK$14.8 billion

MTR chiefs yesterday admitted that the high-speed railway linking Hong Kong with Guangzhou will be delayed by up to two years, which they blamed on damage to a tunnel boring machine because of heavy rain in recent months.

According to the MTR Corporation, construction would not be finished until 2016, with services starting in 2017. Other than the difficulty of the project, MTR’s chaotic management is another reason for the delay and the government has been criticised for its lack of transparency in the project. The express rail has cost taxpayers HK$67 billion already, which is HK14.8 billion over the budget, with even more extra costs as the project continues.
