Here’s a handy step-by-step guide on the process of how Hong Kong will achieve universal suffrage for the Chief Executive election by 2017:

1: The current Chief Executive (CE), CY Leung, submits his report the Standing Committee of the National People’s Congress (NPCSC) on whether Hong Kong needs to reform the way of selecting Hong Kong’s Chief Executive in 2017 and of forming the LegCo in 2016. CY Leung did this today.

2: Then, the NPCSC will have to deicde whether or not the current system of electing the CE needs to be changed or not.

3: In 2015, the government will send its proposed reform package over to the 70 LegCo members, of which two thirds will have to endorse the package in order for it to be accepted.

4: The CE will have to agree on the reform package, which at this point will have had a stamp of approval from LegCo.

5: The CE sends another report to the NPCSC with the final package for them to approve.
